Overview

A series of incidents involving Immigration and Customs Enforcement (ICE) agents has drawn scrutiny in various U.S. cities.

In Houston, an investigation identified Gregory Feathers, a recently rehired agent, as the individual involved in the July 7 shooting death of Lorenzo Salgado Araujo. While the Department of Homeland Security claims the agent acted in self-defense, witnesses dispute the account, and the Harris County District Attorney’s Office has opened an investigation. In Fresno, off-duty agent David Gonzalez was shot and seriously injured after allegedly assaulting a 72-year-old man and the man’s daughter. Authorities report Gonzalez was found intoxicated on a resident’s lawn before the confrontation. Gonzalez is in custody facing felony assault charges, including battery likely to cause great bodily injury and felony vandalism.

On October 10, a new incident occurred in Harris County when Miguel Parra-Hernandez, a 48-year-old Mexican national, was struck by an ICE vehicle during an enforcement operation near Clay Road and Highway 6. While ICE officials stated Parra-Hernandez ran in front of a vehicle during a pursuit, surveillance footage appears to show an unmarked SUV veering into a parking lot and striking him. Parra-Hernandez sustained non-life-threatening injuries, including suspected broken legs, and remains in ICE custody. The Harris County District Attorney’s Office has launched an independent investigation into the collision. Parra-Hernandez’s attorney has raised concerns regarding legal access, alleging she was denied confidential conversations with her client.
