IIMP calls for Reinfo mining registry to close by December 31

Gustavo De Vinatea, general manager of the Instituto de Ingenieros de Minas del Perú (IIMP), has stated that the Integral Mining Formalization Registry (Reinfo) must conclude by December 31. This deadline should remain in place regardless of whether the Peruvian Congress approves the new Small-scale Mining and Artisanal Mining Law (Ley MAPE).

De Vinatea argued that the current General Mining Law already provides a legal framework for small-scale and artisanal miners to formalize their operations. Therefore, the closure of Reinfo should not be contingent upon the passage of new legislation.

Furthermore, the IIMP emphasized that any future Ley MAPE must include mechanisms to promote formalization while eliminating legal loopholes. De Vinatea noted that the current Reinfo process has created spaces of impunity where certain crimes could not be prosecuted while individuals remained registered in the formalization process, a point previously addressed by the Constitutional Court.
