IJsselmeer water shortage threatens Dutch supply

The Netherlands' main freshwater reservoir, the IJsselmeer, holds about 400 billion litres of water, but only the top 20 cm of the lake can be used for drinking water, irrigation and industry. Because the water level must stay within a narrow band to keep dikes stable, protect nature reserves and maintain navigation, the usable volume is a small fraction of the total.

The lake is fed almost entirely by the IJssel River, which receives its flow from the Rhine. Low runoff in the Upper Rhine—caused by dry alpine winters, reduced snowmelt in Switzerland and a hot summer in Germany—reduces the IJssel’s outflow, preventing the lake from replenishing evaporative losses. Simultaneously, demand spikes from northern provinces, Flevoland, North‑Holland, Utrecht and eastern regions for drinking water, agriculture, industry and flood‑control. Saltwater intrusion from the North Sea further pressures the system, as extra water must be pumped through sluices to keep intake points fresh, diverting volume from other uses.

The combination of limited usable water, high downstream demand and a vulnerable Rhine inflow has led the National Water Distribution Coordination Committee to raise the risk level to a “threatening water shortage.”
