Iliana Jotova discusses EU sovereignty and security council proposal

Bulgarian President Iliana Jotova commented on Ursula von der Leyen’s recent speech, noting its focus on European sovereignty regarding security, artificial intelligence, social media, and reducing dependence on China for critical materials.

Jotova expressed surprise at a proposal for a new security council that would include non-EU members such as Canada, Norway, Ukraine, and the United Kingdom. While she supports ideas that promote the EU’s strategic autonomy and global leadership, she raised questions regarding the lack of a mandate from all EU member states for such a proposal, as well as concerns over its funding and leadership.

Additionally, Jotova addressed the upcoming EU budget for 2028–2034, which introduces a new financing philosophy through three pillars. This includes national and regional programs covering sectors from fisheries to security, and a pillar focused on competitiveness, where she noted Bulgaria could benefit if projects are properly prepared.
