Illinois expands medical cannabis access via adult-use dispensaries

The Illinois Department of Financial and Professional Regulation (IDFPR) has issued medical cannabis dispensary licenses to 37 existing adult-use dispensaries. This move allows these locations to serve both medical patients and adult-use customers at the same site, marking the first expansion of the state’s medical cannabis program since its inception in 2014.

The expansion follows a comprehensive cannabis reform package signed into law in June 2026. Previously, the medical market was restricted to 55 original licensed dispensaries. Under the new regulations, registered patients can benefit from lower medical cannabis tax rates, which can be 24% to 40% lower than adult-use taxes. Approximately 40 of the state’s 220 adult-use dispensaries have already opted into the program.

Operators such as nuEra Cannabis have announced they will begin serving medical patients at locations in Champaign, DeKalb, East Dubuque, Aurora, and Harvey starting September 10, 2026. The legislation also introduces changes to dispensary operations, possession limits, and allows for telehealth certification for qualifying patients.
