Illinois updates cannabis facility guidance and medical licensing rules

The Illinois Department of Agriculture (IDOA) has updated its guidance regarding facility changes for cannabis business establishments. The revised definitions distinguish between 'Modifications,' which involve physical structure or building system changes, and 'Alterations,' which involve non-structural changes to security, equipment, or operational workflows.

Additionally, starting September 10, 2026, existing adult-use dispensaries in Illinois will be eligible to apply for medical cannabis dispensing licenses. This application process requires a non-refundable $5,000 fee and an additional $10,000 per renewal cycle. Applicants must provide updated floor plans featuring designated medical patient consultation areas, patient prioritization plans, and proof of zoning compliance. Licensed entities must also ensure staff complete the Responsible Vendor Program within 90 days of issuance.
