Incheon implements discretionary budget system amid fiscal pressure

Incheon Metropolitan City is implementing a ‘discretionary project limit system’ for its departments starting with the 2027 budget cycle. Under this pilot program, individual departments will be assigned a total budget limit and allowed to autonomously allocate funds based on policy priorities. The goal is to maximize resource efficiency by encouraging the restructuring of low-performance or delayed projects to fund new and strategic initiatives.

However, the city faces significant fiscal challenges. While Incheon recently announced a supplementary budget of approximately 17.02 trillion KRW without issuing new municipal bonds, critics note that the city instead utilized 330 billion KRW from internal integrated management funds. This move is viewed by some as a form of internal debt that may necessitate bond issuance in the next budget year to restore fund balances.

Budgetary tensions have also emerged regarding the reallocation of funds. While the city has allocated 77.9 billion KRW to resume ‘Incheon e-Eum’ cashback benefits, several infrastructure and welfare projects have seen budget reductions or delays. These include the K-Bio Lab Hub, the Songdo Waterfront project, and various social welfare supports such as child meal subsidies and elderly assistance.
