Despite a supplementary budget of approximately 17.02 trillion KRW, the city has utilized 330 billion KRW from internal integrated management funds, a move some critics describe as a form of internal debt. This fiscal pressure has led to the reallocation of funds, where the resumption of ‘Incheon e-Eum’ cashback benefits has coincided with budget reductions or delays for infrastructure and welfare projects, including the K-Bio Lab Hub and various social welfare supports.
