South Korean local government fiscal austerity

South Korean local governments are adopting various measures to address fiscal challenges and manage budget constraints.

In Okcheon County, authorities have announced a high-intensity expenditure restructuring plan for the 2027 budget. To fund major initiatives like rural basic income and new administrative facilities, the county intends to reduce administrative and facility investment costs by at least 4.4 billion won, while also implementing a sunset system for ineffective projects. Similarly, the Cheonan City Council has canceled all scheduled overseas official trips to save 145 million won and has frozen legislative activity fees to restore public trust.

In Incheon Metropolitan City, a ‘discretionary project limit system’ is being piloted for the 2027 budget cycle. This allows departments to autonomously allocate funds to maximize efficiency by restructuring low-performance projects. Despite a supplementary budget of approximately 17.02 trillion KRW, the city has utilized 330 billion KRW from internal integrated management funds, a move some critics describe as a form of internal debt. This fiscal pressure has led to the reallocation of funds, where the resumption of ‘Incheon e-Eum’ cashback benefits has coincided with budget reductions or delays for infrastructure and welfare projects, including the K-Bio Lab Hub and various social welfare supports.
