It was revealed that the foundation proceeded with a public recruitment process for a two-year term after changing its articles of incorporation, despite the current Incheon municipal ordinance mandating a three-year term.
Incheon Metropolitan City recently announced a legislative notice to amend the ordinance, removing the specific term length and delegating it to the foundation's articles of incorporation. While the city stated this aims to unify term lengths for all affiliated institutions, concerns have been raised by the Incheon City Council that this change could weaken legislative oversight. This structure could allow the mayor to align the director's term with their own administration's cycle.
An official from the Incheon Women and Family Bureau admitted to an administrative error, stating they failed to check the relevant municipal ordinance while updating the foundation's articles of incorporation.
