India Tightens Sugar Exports and Caps Dealer Stocks to Prevent Hoarding

India is likely to halt sugar exports and reduce the amount diverted to ethanol ahead of the upcoming marketing season as domestic inventories are expected to drop to critically low levels. The government aims to prioritise domestic supply and stabilise prices.

From 1 August to 30 November 2026 the central government will enforce a stock‑holding ceiling for sugar dealers: no dealer may keep more than 4,000 quintals of sugar and any batch must be sold within 30 days of receipt. The rule applies nationwide and will be monitored through the Food and Public Distribution Department’s online portal. Officials say the measures are needed to stop hoarding and speculative trading, ensure a continuous supply during the festive period in October‑November, and avoid a potential sugar shortage.

Earlier, India imposed a ban on sugar exports until 30 September 2026, later allowing limited exports in February. The government reassured consumers that sufficient sugar is available to meet domestic demand despite rising ex‑mill prices, which officials say do not reflect actual market conditions.
