Overview

In late July, the Indian government announced a halt to sugar exports and introduced strict dealer stock limits to curb hoarding ahead of the October–November festive season. Following a production shortfall where output fell approximately 5% below the seasonal target, retail and wholesale prices rose significantly by mid-August 2026.

Retail prices saw a notable increase, rising from ₹48.18 per kg on July 20 to ₹55.70 per kg by August 20, 2026. To stabilize the market, the Ministry of Finance authorized the duty-free import of 1 million metric tonnes of raw sugar under a Tariff Rate Quota (TRQ), effective until October 31. To ensure these imports bolster domestic supply, any sugar produced from them must be sold within the domestic market by October 31, 2026.

To curb artificial scarcity, the government has imposed a 400-tonne stock limit on sugar dealers and will restrict bulk consumers—such as confectioners and food processors using more than 10 metric tonnes monthly—from holding more than 15 days of stock starting September 1 through November 30, 2026. In Uttar Pradesh, Chief Minister Yogi Adityanath has directed strict action against hoarding and black-marketing to ensure availability.

Political criticism regarding ethanol diversion has been met with government clarification. While the Aam Aadmi Party alleged that ethanol production for fuel blending caused the shortage, the Ministry of Consumer Affairs noted that the share of sugar diverted to ethanol has actually decreased from 12% in 2022-23 to an estimated 9% for 2025-26, as nearly three-fourths of ethanol is now produced from grains like maize. Instead, officials attributed the price surge to lower production estimates (revised from 343 lakh to 306 lakh metric tonnes) due to weather and diseases like red rot, increased festive demand, tightening global supplies, and market speculation.
