India central government employees await July DA hike and 8th Pay Commission updates

Indian central government employees and pensioners are awaiting an official decision regarding the July Dearness Allowance (DA) and Dearness Relief (DR) revision. The rate is determined twice annually based on the All India Consumer Price Index for Industrial Workers (AICPI-IW). While there is speculation of a three percentage point increase—potentially raising the rate from 60 per cent to 63 per cent—no official cabinet notification has been issued.

Simultaneously, the 8th Pay Commission, chaired by Justice Ranjana Prakash Desai, is conducting nationwide consultations to review pay, allowances, and pension structures. The commission is expected to submit its final report by mid-2027.

In a related development, the Department of Personnel and Training (DoPT) has forwarded representations from various pensioner and employee organizations to the Department of Expenditure. These groups are seeking an amendment to the 8th Pay Commission’s Terms of Reference to include pension revisions for those who retired before January 1, 2026. The DoPT noted that forwarding these requests does not constitute an approval of the requested changes.
