India Health Ministry directs states to enforce hospital rate transparency

The Indian Union Health Ministry has directed states and Union Territories to ensure that hospitals and clinical establishments prominently display their service and facility rates. In a letter to chief secretaries, Union Health Secretary Punya Salila Srivastava emphasized that clear disclosure of charges is intended to improve billing transparency, help patients plan medical expenditures, and reduce disputes over hospital bills.

Under the Clinical Establishments Act of 2010, registered facilities are required to display rates in both English and the local language at conspicuous locations. For jurisdictions that have not adopted the Act, such as Delhi, the Ministry has urged authorities to use existing regulatory frameworks to enforce similar disclosure requirements.

The directive also includes provisions for hospitals to display treatment package rates for foreign patients traveling to India on medical or AYUSH visas to assist with international cost comparisons. While the move aims to foster trust in the healthcare system, some medical representatives have raised concerns regarding the practical difficulties of standardizing charges due to varying treatment complexities.
