India notifies ₹1,27,500 crore Semicon 2.0 scheme to boost chip ecosystem

The Indian government has formally notified the Semicon 2.0 scheme, a strategic initiative with an outlay of ₹1,27,500 crore designed to build a comprehensive semiconductor ecosystem. Moving beyond a primary focus on manufacturing capacity, the program emphasizes chip design, research and development, advanced packaging, and the domestic production of semiconductor equipment and materials.

The scheme is structured around six key pillars: chip design, machines and materials, fabrication (fabs), assembly, testing, marking and packaging (ATMP/OSAT), research and development, and talent development. To incentivize investment, the government will provide 40 per cent fiscal support for silicon fabs and 35 per cent for compound, display, and other specialized fabs. Additionally, talent development initiatives may receive up to 75 per cent support.

A major component of the mission is addressing the global talent shortage. The government aims to train 100,000 additional semiconductor engineers over the next five years. This follows the successful development of 85,000 engineers within a four-year period. To support this, semiconductor design programs have been expanded across 355 universities, including those in tier-2 and tier-3 cities.
