India boosts semiconductor mission and phone manufacturing
Overview
By late May 2026 India set a semiconductor roadmap targeting 15‑25 % self‑sufficiency by 2030 and a $120‑150 bn value chain by 2035. In June the India Semiconductor Mission 2.0 approved 12 projects – a fab, two compound‑semiconductor fabs and nine packaging plants – worth about Rs 1.64 lakh crore ($20 bn). The IndiaAI Mission expanded its shared compute facility to over 45,000 GPUs, while digital public infrastructure such as India Stack, UPI and BharatNet reached global scale.
July saw the government broaden the “chips to ships” vision, linking semiconductors to 6G, defence, space and maritime goals, and Prime Minister Narendra Modi highlighted the startup ecosystem, private launch capabilities, the upcoming Gaganyaan crewed mission and plans for an Indian space station. The Union Cabinet subsequently approved a Rs 2.19 lakh crore ($26 bn) package that formalised Semicon 2.0 with a Rs 1.275 lakh crore outlay and the Mobile Phone Manufacturing Scheme with Rs 62,500 crore for FY 2026‑27 to FY 2030‑31, targeting Rs 39 lakh crore of handset production, 60,000 jobs and expanded exports.
The Cabinet also cleared two 89‑km elevated road corridors in Varanasi to improve connectivity. Policy levers such as the Production‑Linked Incentive scheme, Make in India and approvals for semiconductor units in Odisha, Punjab and Andhra Pradesh – backed by Rs 4,600 crore of investment and 2,000 jobs – underpinned the growth. By mid‑2026 India’s electronics manufacturing output had expanded nearly sixfold since FY15, reaching Rs 11.3 lakh crore in FY25, with exports growing eightfold to about Rs 3.3 lakh crore. Mobile‑phone production surged 28 times, satisfying over 99 % of domestic demand and overtaking China as the United States’ main smartphone supplier in Q2 FY26.
