India Issues Black Sea Advisory After Five Seafarer Deaths
Since April 2026 a series of missile and drone strikes in the Black Sea has killed five Indian seafarers, including crew on the merchant vessels MV Omorfi, MV AGN Ragnar and MV Golden Leo. In response the Directorate General of Maritime Administration (DGMA) issued a high‑alert advisory directing Indian‑flagged and foreign‑flagged ships carrying Indian nationals to exercise maximum caution. The Ministry of External Affairs (MEA) released a separate advisory urging Indian citizens to carefully assess security risks before accepting work on commercial vessels in the region, to verify routes, insurance and emergency procedures, and to keep families informed. The advisory also listed consular helpline numbers for Indian missions in Russia (+7 9652773414) and Ukraine (+38 0933559958). India summoned Ukrainian Ambassador Oleksandr Polishchuk to protest the killing of an Indian seafarer and conveyed strong concern over attacks on commercial shipping, emphasizing the impact on maritime safety and freedom of navigation.
