Overview

The Russian cruise‑missile campaign against civilian vessels in the Black Sea has intensified. On 19 July 2026 the bulk carrier Golden Leo was struck by two Kh‑59/Kh‑69 missiles as it left Odesa, igniting a fire and initially reported to have killed ten crew members, wounded others and left four missing. Russian authorities later said the missiles targeted military‑cargo facilities at the Odesa port. The civil cargo ship MV Golden, flagged under Guinea‑Bissau and carrying 17 crew members (including five Indians), was hit by a Russian cruise missile off the Ukrainian coast. Four Indian seafarers were killed and a fifth injured; overall death toll reports reached ten, including Syrian crew. India’s Ministry of External Affairs summoned the Russian ambassador, condemned the strike as unacceptable and pledged assistance to the victims’ families. Kerala’s chief minister’s office coordinated support through its NORKA department.

Ukrainian officials denounced the strike as a terrorist act against peaceful navigation, urging the International Maritime Organization to intervene. The incidents have heightened diplomatic tensions, raised marine‑insurance premiums and amplified concerns for the Black Sea grain export corridor that moves roughly two‑thirds of Ukraine’s agricultural shipments.
