India's Home Minister Amit Shah launches FCRA 2.0 portal and e-OCI digital card

Union Home Minister Amit Shah inaugurated the Foreign Contribution (Regulation) Act (FCRA) 2.0 portal and the electronic Overseas Citizen of India (e-OCI) card in New Delhi on June 30, 2026. The portal digitises the entire compliance process for organisations receiving foreign funding, covering applications, renewals and annual returns. It features Aadhaar‑based authentication, e‑Sign, OCR document verification and API integration with government databases, and is hosted on the MeghRaj cloud platform. Approximately 14,500 active FCRA organisations, handling 15,000‑20,000 applications and about 17,000 annual returns, will benefit from reduced paperwork and real‑time monitoring, enhancing transparency and national‑security oversight.

The e‑OCI system provides a fully online process for more than five million OCI cardholders. Applicants can submit documents, receive a digitally generated card and update passport details online, eliminating the need to re‑issue physical booklets after age 20. The initiatives are presented as steps toward “minimum government, maximum governance,” aiming to improve citizen services, data security and digital governance in India.
