Critics warned the measures could centralise control and threaten schools, hospitals, and community centres run by NGOs. The government defended the reforms as security-related, linking them to Financial Action Task Force compliance.

The bill was reintroduced on 20 July. Amidst protests from religious bodies and Northeast state leaders, the government moved to introduce the legislation during the monsoon session. By early August, the Ministry of External Affairs defended the bill as an internal matter after US Congressman Riley Moore criticized it as an attack on Christian organizations that could impact bilateral relations. The Ministry rejected these claims, noting that many nations regulate foreign fund flows.

Domestic political opposition has intensified, with the Congress party labeling the bill "unconstitutional" and accusing the central government of targeting minorities. In response, the Bharatiya Janata Party (BJP) has alleged that opposition resistance is an attempt to facilitate religious conversions through foreign collaboration. As of August 9, opposition from state governments and civil society groups continues, with critics in Meghalaya, Kerala, and Tamil Nadu labeling the legislation "draconian."
