India's CERC denies phased launch for Gujarat wind farm, approves delayed REC filing for Andhra utility

The Central Electricity Regulatory Commission (CERC) rejected a petition by Continuum Power Trading seeking to commission its 36 MW Meghpar wind project in Gujarat in phases, ruling that the developer must conduct a full‑capacity trial run despite delays in receiving connectivity from the Central Transmission Utility of India. CERC stated that connectivity delays do not constitute a force‑majeure event and refused to relax Regulation 22(3)(c) of the Indian Electricity Grid Code.

In a separate decision, CERC exercised its powers under Regulation 18 of the REC Regulations, 2022, to relax the filing deadline for Renewable Energy Certificates. It allowed Andhra Pradesh Central Power Distribution Company Ltd. to submit its FY 2023‑24 REC application 82 days late, citing procedural hurdles and the broader objective of promoting renewable energy generation.
