India's Envoy Kwatra Blames Pakistan's Water Crisis on Mismanagement

Indian Ambassador Vinay Mohan Kwatra, writing from the United States, said Pakistan’s water shortage is not caused by India but by Pakistan’s own poor water‑management practices. He noted that while Pakistan receives about 80 % of the Indus Basin’s flow, only roughly 40 % reaches its farms because of leaks, inadequate canals and mis‑allocation.

Kwatra argued that the 1960 Indus Waters Treaty was founded on goodwill, but Pakistan’s support for terrorism, its involvement in past wars and its obstruction of Indian hydro‑electric projects have eroded that spirit. He linked India’s decision to place the treaty in abeyance to the Pahalgam terrorist attack on 26 April 2025, which killed 26 people, mostly tourists, and was carried out by Pakistan‑backed militants. Kwatra accused Pakistan of being a “water aggressor” and of repeatedly violating the treaty’s provisions.
