Overview

India continues to keep the 1960 Indus Waters Treaty in abeyance, insisting that any restoration is contingent on Pakistan ending support for cross‑border terrorism after the April 2025 Pahalgam attack. The suspension was reaffirmed on 20 July 2026, with Indian officials citing the lack of a unilateral exit clause and warning that any attempt to alter water allocations could be treated as an act of war. On 23 July 2026 India’s UN ambassador addressed the Security Council, condemning Pakistan’s alleged use of terrorism as state policy and linking the treaty’s pause to the same attack. He reiterated India’s claim to Jammu and Kashmir and quoted Prime Minister Narendra Modi’s statement that “water and blood also cannot flow together,” framing the suspension within broader trade and security measures.

Pakistan’s armed forces, led by Chief of Army Staff Field Marshal Asim Munir, reiterated at the 276th Corps Commanders’ Conference on 6 July that the treaty remains legally binding and pledged to protect Pakistan’s water share. Pakistan has taken on the full cost of arbitration before the Permanent Court of Arbitration, paying over $600,000 to keep the dispute‑resolution process alive, and has appealed to Canada for assistance in restoring the treaty. Analysts warn that the suspension threatens water predictability, power generation and food security for more than 240 million people, as joint measurements and inspections are halted.

The treaty allocates the Ravi, Beas and Sutlej to India and the Indus, Jhelum and Chenab to Pakistan, with provisions for domestic use and run‑of‑river hydropower. Both sides continue to cite the treaty’s legal framework while the impasse deepens regional tensions.
