India's FCRA Amendment Bill absent from Monday's agenda

The Foreign Contribution (Regulation) Amendment Bill, 2026, is not included in the Indian government's agenda for the upcoming Business Advisory Committee meeting on Monday. However, a debate on the legislation is still anticipated for August 12, following discussions between Mizoram Chief Minister Lalduhoma and Union Home Minister Amit Shah.

The Bill, which was introduced in the Lok Sabha on March 25, proposes granting a government-appointed Designated Authority the power to manage or dispose of foreign contributions and associated assets if an organization's FCRA registration is cancelled or surrendered.

The proposal has faced significant opposition from various state governments and civil society groups. Critics, including representatives from Christian organizations in Meghalaya, Kerala, and Tamil Nadu, argue the legislation is “draconian” and expands central control over NGOs, hospitals, and educational institutions, particularly those run by minority communities.
