India's MNRE Issues Solar PV Cell Exemptions and Proposes Standardized Naming for ALMM List-II

The Ministry of New and Renewable Energy (MNRE) released detailed guidance on the Approved List of Models and Manufacturers (ALMM) List‑II for solar photovoltaic (PV) cells. Projects awarded through competitive bidding with bid submission dates on or before 31 August 2025 are exempt from the requirement to use ALMM‑listed cells, while those with later bid dates must comply. Net‑metering and open‑access projects commissioned by 31 December 2026, as well as residential rooftop installations under the PM Surya Ghar scheme, are also exempt until specified deadlines, though ALMM List‑I requirements for modules remain.

Separately, MNRE proposed a uniform 14‑digit alphanumeric naming system for all ALMM List‑II cell models to improve product identification and traceability across the solar PV value chain. The proposal captures wafer origin, technology, size, busbars and a manufacturer identifier. The ministry rescinded its March 2024 clarification and invited stakeholder comments by 13 August 2026.
