Indonesia accelerates subsidized housing through procurement and new KPR regulations

Indonesian authorities are implementing new strategies to accelerate the provision of subsidized housing for low-income communities. In North Sumatra, Governor Muhammad Bobby Afif Nasution met with the House of Representatives (DPR RI) and housing developers to address rising construction material costs. Nasution proposed a collaborative procurement model where government and private sector material needs are combined to allow for bulk purchasing, thereby reducing individual costs.

On a national level, the Ministry of Housing and Settlement Areas (PKP) is developing regulations for a “KPR recycle” scheme. This policy aims to facilitate the transfer of ownership for subsidized homes that have been repossessed by banks due to non-performing loans. These properties would then be offered to new eligible debtors. The Ministry is working with developers and the banking sector to ensure the regulation is practical and effective, with BP Tapera expected to play a role in managing these stocks while maintaining consumer protection.
