Overview

To address this gap, the government significantly increased the 2026 renovation target (BSPS) to 400,000 units from an earlier goal of 45,000. Minister Sirait is also addressing regional funding disparities, noting that Jakarta lacks a budget for repairing uninhabitable homes despite over 821,000 such residences existing in the capital. Consequently, the central government increased Jakarta’s renovation quota from 158 units in 2025 to 10,300 units in 2026. To prevent corruption, the National Public Procurement Agency (LKPP) has been granted full access to ministry data, and the ‘Tender Rakyat’ (People’s Tender) mechanism was introduced for community oversight of material suppliers.
Expanding access further, the ministry announced that low-income renters are now eligible for renovation assistance. To prevent landlord exploitation, owners must sign statements promising that tenants will remain in the property for three years and that rent prices will not increase. Beyond renovations, the PKP is developing a ‘KPR recycle’ scheme and advancing the ‘gentengisasi’ program to revitalize local roof tile production.
