Overview
The Indonesian Ministry of Housing and Settlement Areas (PKP) has introduced relaxed eligibility criteria for its ‘Bedah Rumah’ (House Renovation) program. To assist low-income citizens in substandard housing, the ministry reduced the minimum residency requirement from three years to one year, lowered the threshold for structural damage, and eased land ownership documentation requirements.
Following these policy adjustments, local governments have begun implementing repair programs. In Lebak Regency, officials have completed repairs on 262 of a targeted 267 houses for 2026, providing Rp20 million in stimulus per unit. In Grobogan Regency, local funds are supporting 98 houses, supplementing provincial and central government programs to reach a total of 1,356 beneficiaries for the year.
Despite these efforts, significant challenges remain. Lebak Regency reports a backlog of 88,000 unfit houses, while Grobogan Regency faces a deficit of over 85,000 households living in homes that do not meet standard requirements.
