Indonesia implements domestic worker protections and labor reforms
Indonesia is implementing significant labor reforms following the enactment of Law No. 2 of 2026 regarding the Protection of Domestic Workers. The Ministry of Manpower is developing a roadmap to establish formal governance, competency standards, and legal rights for domestic workers, transitioning them from informal status to recognized professionals within the care economy.
Simultaneously, the Indonesian Employers Association (Apindo) is providing input on the draft Labor Protection Law. Apindo advocates for a balance between worker protections and business flexibility, proposing a target of two million new formal jobs annually and a goal of 30 percent certified workers by 2030. They emphasize that regulations must support investment and job creation to accommodate the millions of new workers entering the market each year.
In Surabaya, local authorities have taken action against domestic worker placement agencies for exploitative practices, including unpaid detention, non-transparent wage deductions, and restricted communication with families.
