Indonesia's Dukcapil Digital Services Surpass 2025 Targets
Indonesia's Directorate General of Population and Civil Registration (Dukcapil) reported that by the end of 2025, 2,283 institutions were actively using its digital population data, far above the 1,300‑institution target, generating 2.57 billion data‑access hits. Cumulatively, 7,419 institutions accessed the service, reaching 18.94 billion hits.
Electronic identity coverage continued to expand, with 97.47 % of the population (206.46 million people) enrolled in the electronic ID card (KTP‑el) program, up by 2.48 million from the previous year. Coverage of other civil‑status documents was also high: birth certificates for children aged 0‑4 reached 96.02 %, the Child Identity Card (KIA) covered 47.28 million children, marriage certificates reached 90.30 million records, and death certificates achieved 100 % coverage. Digital Identity (IKD) activations rose to 17.56 million (8.29 % of the population).
The government allocated roughly Rp 3.5 trillion to strengthen Dukcapil’s IT infrastructure, adding data‑center capacity, biometric servers, bandwidth, and cybersecurity measures. In parallel, private solutions such as the ezSign platform are promoting electronic signatures to further digitise government administration and reduce reliance on physical documents.
