Indonesia fuel consumption shifts as Pertalite use surges
Indonesia is experiencing significant shifts in fuel consumption patterns following recent price adjustments. BPH Migas reported that Pertalite consumption surged by 12.92 percent in July 2026, a trend attributed to the widening price gap between subsidized Pertalite and non-subsidized fuels like Pertamax.
In response to these shifts, the government is considering measures to restrict Pertalite access for high-income groups (deciles 9 and 10) to ensure subsidies are better targeted. Pertamina is currently awaiting official government directives regarding this potential restriction. To support these policy decisions, the Ministry of Finance has allocated approximately Rp7 trillion to BPS to improve the accuracy of the National Socio-Economic Single Data (DTSEN).
Financially, Pertamina faces a significant outstanding balance, with the government owing Rp 166.84 trillion in unpaid fuel and LPG subsidies and compensations as of August 2026. Meanwhile, non-subsidized fuel prices saw a downward adjustment in early August, with Pertamina reducing prices for several variants to balance consumer purchasing power and national supply stability.
