Indonesia Expands Electronic Traffic Law Enforcement (ETLE) to Cargo Transport and Road Safety

Indonesia is extending its Electronic Traffic Law Enforcement (ETLE) system, originally used to automatically record road‑user violations, to broader safety and cargo‑overload monitoring. The system captures offenses such as driving without a licence, failure to display vehicle plates, speeding, and lack of helmets, with fines ranging from 100,000 to 1,000,000 rupiah.

The Ministry of Transportation reported that a pilot using ETLE to supervise cargo‑transport vehicles began in January 2026 at three weigh‑in‑motion sites in Sumatra Selatan, Jawa Barat and another location. From 27 January to 30 June 2026, 140,309 violations were detected, including 54 % excess‑load, 46 % document issues and other loading infractions. The ministry sent 27,789 confirmation letters to violators, of which 883 responded, as part of its "zero ODOL" (over‑dimension/over‑loading) target for 2027.
