Indonesia zero‑ODOL road safety drive

Overview

In early July 2026, PT Jasa Marga Transjawa Tol conducted a two-day education campaign on the Jakarta-Cikampek toll to brief over-dimension, over-load (ODOL) truck drivers on safety and legal limits. This supported the government’s goal to eliminate ODOL trucks from all tolls by the end of 2026. Data from 8 July showed approximately 35,498 ODOL trucks traveling daily on the Trans-Sumatra toll and 3,342 per day on Jasa Marga-managed roads, representing 17.6% of non-class-1 traffic. Officials noted these vehicles increase maintenance costs, congestion, emissions, and fatality risks.

Following this, Indonesia expanded its Electronic Traffic Law Enforcement (ETLE) system to cargo vehicles. A pilot at three weigh-in-motion sites recorded 140,309 violations between 27 January and 30 June 2026, primarily involving excess loads and documentation issues. On 24 July, a fatal crash in Cirebon involving a mineral-water truck led to a driver being named a suspect. In Bengkulu Tengah, regional officials also called for stricter enforcement on palm-oil trucks due to road damage concerns. Following coordination meetings between traffic police and Jasa Marga on 3 August, Minister of Transportation Dudy Purwagandhi launched the Electronic Traffic Law Enforcement (ETLE) Hub on 10 August.

The ETLE Hub integrates with Weight-in-Motion (WIM) technology to record vehicle dimensions, loads, and violations to provide transparent documentation for government evaluation. Minister Purwagandhi emphasized that addressing ODOL issues requires a comprehensive approach involving ministries, local governments, toll operators, and logistics companies, noting that responsibility extends beyond drivers to the entire freight ecosystem to reach the "zero ODOL" target by 2027.
