Indonesia faces PPPK salary crisis and calls for anti-corruption reforms

Prof. Agus Pramusinto, a senior professor at Universitas Gadjah Mada, warned that the inability of many Indonesian regional governments to pay salaries to contract civil servants (PPPK) signals a fundamental fiscal mismatch between national policy and local capacity. He urged the central government to provide clear budget priorities and to reassess programs such as the free nutritious meals initiative, arguing that efficiency measures must consider public‑service impacts.

Meanwhile, the Committee for Monitoring Regional Autonomy (KPPOD) director Arman Suparman said that higher salaries for local officials will not solve the endemic corruption among regional heads. He called for comprehensive reforms of the political system, party cadre development, election financing, and stronger governance and oversight mechanisms, emphasizing that corruption stems from the upstream political process rather than remuneration levels.
