Indonesia PPPK salary funding and reforms
Overview
By late August 2026, the Indonesian government and DPR RI finalized a policy to transfer the employment status of PPPK teachers to the central government. This transition aims to shift the management and financial burden from regional to central authorities. Under the agreement, part-time PPPK teachers will transition to full-time status starting in 2027, and existing full-time PPPK teachers will be permitted to participate in the 2027 Civil Servant (PNS) selection process. Minister of Finance Purbaya Yudhi Sadewa stated that budget simulations indicate this transition will not jeopardize national fiscal sustainability. To facilitate this, the Ministry of Home Affairs has requested regional heads to cease recruiting new staff to align with transition stages. Meanwhile, Commission X of the DPR has called for strengthened regional transfer funds (TKD) to assist local governments with salary and infrastructure obligations. As contracts approach expiration, local regencies are conducting performance evaluations for part-time staff. In Kepahiang Regency, officials are reviewing approximately 691 staff members across 29 organizations to determine contract extensions based on attendance and work quality. In Sragen Regency, Bupati Sigit Pamungkas has proposed extending contracts for 2,107 employees for the period of October 1, 2026, to September 30, 2027, noting that extensions depend on discipline and behavior. Tensions regarding worker demands saw a temporary reprieve in early September 2026. A large-scale demonstration by an estimated 20,000 to 35,000 PPPK and part-time workers, originally scheduled for September 7 in front of the Presidential Palace, was canceled. The decision followed a meeting between worker forum representatives and DPR RI Deputy Speaker Sufmi Dasco, where the groups' four primary demands were delivered directly to him.
