Indonesia finalizes new regulations for online transport and delivery services

The Indonesian government and the House of Representatives (DPR RI) are finalizing a Presidential Regulation (Perpres) to regulate the online transportation ecosystem. The new regulation expands its scope beyond passenger transport to include food and goods delivery services, specifically targeting two-wheeled vehicles.

Under the proposed framework, regulatory authority will be divided among several ministries. The Ministry of Transportation will oversee passenger transport tariffs, while the Ministry of Communication and Digital (Komdigi) will manage tariffs for food and goods delivery. Additionally, the Ministry of MSMEs will be responsible for the guidance and protection of online transportation workers.

The regulation aims to balance the interests of drivers, platform applicators, and consumers. One key focus is the revenue split; following recommendations, the portion received by drivers is expected to increase to 92 percent, with the applicator commission capped at 8 percent for passenger services. The final regulation is targeted for release in late August or early September 2026, following further harmonization with driver organizations and platform stakeholders.
