Indonesia is finalizing two Presidential Regulations (Perpres) to govern the development and use of artificial intelligence. The Ministry of Communication and Digital (Komdigi) expects the regulations to be issued in 2026, pending a signature from President Prabowo Subianto.

The two proposed regulations consist of a National AI Roadmap White Paper and a framework for AI Ethics and Governance. The regulations aim to provide policy clarity for the industry and protect creative works and public data. Notably, the current draft does not include specific sanctions or punishments for industry players.

The drafting process involved consultation with various stakeholders, including industry players, academics, and over 40 government ministries and agencies, such as Bappenas, the Ministry of Finance, and the National Research and Innovation Agency (BRIN).

In a separate discussion regarding data-driven legislation, MPR Deputy Chairman Edhie Baskoro Yudhoyono emphasized that AI technology must operate within the bounds of the constitution, democracy, and ethics, ensuring that technological advancement does not bypass public participation or data protection.
