Indonesia proposes 2027 hajj fee of Rp107.34 million per pilgrim

Indonesia's Ministry of Hajj and Umrah (Kemenhaj) has proposed a Biaya Penyelenggaraan Ibadah Haji (BPIH) for the 2027 hajj season of Rp107.34 million per pilgrim, up from Rp87.4 million in 2026. The increase is attributed to a weaker rupiah, higher jet fuel costs and higher service fees in Saudi Arabia. The ministry suggested a financing scheme in which 60 % of the cost would be covered by the returns of the Hajj Fund Management Agency (BPKH) and 40 % would be paid directly by pilgrims as the Biaya Perjalanan Ibadah Haji (Bipih).

Deputy Minister Dahnil Anzar Simanjuntak warned that the proposed figure is a total cost estimate and not a final amount to be paid by pilgrims, emphasizing that the exact Bipih share will be decided after discussion with Commission VIII of the DPR. Hajj Minister Mochamad Irfan Yusuf said the fee could be adjusted downward if global oil prices continue to fall. Commission VIII member Marwan Dasopang warned that retaining the previous calculation formula would likely raise the fee further, stating, “Jika cara penetapan seperti tahun lalu ya pasti naik.”

The Indonesian Ulema Council (MUI) called for the financing scheme to revert to the principle that only those who can afford the hajj should bear the cost. An Ombudsman report praised the successful 2026 hajj operation but highlighted concerns over recruitment transparency, flight cancellations and facility shortcomings. All proposals are slated for further discussion in the DPR commission.
