Indonesia restructures energy imports via Lemigas

The Indonesian government is implementing a major restructuring of its energy procurement process through Presidential Regulation No. 107/2026. Under this new framework, the procurement of crude oil, fuel (BBM), and Liquefied Petroleum Gas (LPG) will transition from a market-based corporate mechanism to a Government-to-Government (G-to-G) and Government-to-Business (G-to-B) scheme. This process will be executed by the Lemigas Public Service Agency (BLU) under the Ministry of Energy and Mineral Resources.

Minister of Energy and Mineral Resources Bahlil Lahadalia confirmed that this new procurement scheme through Lemigas will not be funded by the state budget (APBN). The policy is currently in a transition phase, requiring consolidation with PT Pertamina (Persero), which will act as the off-taker and physical supply chain manager. While the state takes a more central role in managing vital energy imports to ensure national sovereignty and supply security, private entities are not mandated to follow this specific scheme.

In related domestic energy developments, MedcoEnergi and its partners signed several gas supply agreements at the FOREK Hulu Migas 2026 forum. These include an 89 TBTU contract for the Sakakemang working area for 2027–2037, an amendment increasing the South Sumatera contract to 16.5 TBTU, and a Senoro-Toili agreement totaling approximately 205.59 BSCF.
