Global agribusiness concentration rises amid Indonesian land and food reforms
Global agribusiness is seeing increased concentration, with a 2025 report from ETC Group and GRAIN noting oligopolies in sectors like commercial seeds and pesticides. Four major companies—Bayer, Corteva Agriscience, Syngenta, and BASF—control roughly 50% of the global seed market and 56% of the pesticide market.
In Indonesia, the Ministry of Agraria and Spatial Planning/National Land Agency (ATR/BPN) is implementing three major service transformations: Scheduled Measurement, Integrated Right Transfer, and Region-Based Organization. These changes aim to improve speed and certainty in land services. Additionally, ATR/BPN has set a target to certify 11 million low-income housing (MBR) land plots by 2029 through schemes like Complete Systematic Land Registration (PTSL).
To bolster food sovereignty, the Indonesian government is strengthening the agricultural ecosystem, including a Rp5 trillion allocation for development in Papua for 2026. Meanwhile, industry leaders suggest Indonesia should strengthen alliances with other palm oil producers via the Council of Palm Oil Producing Countries (CPOPC) to improve global bargaining power and market stability.
