Indonesia targets 11 million free land certifications for low-income housing by 2029

The Indonesian Ministry of Agrarian Affairs and Spatial Planning (ATR/BPN) and the Ministry of Housing and Residential Areas (PKP) have launched a collaborative program to provide free land certification for low-income communities (MBR). The initiative aims to provide legal certainty and economic access to residents.

The government has set a target to certify 11 million plots of land for low-income housing by 2029. The rollout includes a target of 1 million certificates this year, followed by 3 million between 2026 and 2027, 5 million in 2028, and the remaining 2 million in 2029.

The program targets three specific clusters: homes from government assistance programs, homes financed through the Housing Financing Liquidity Facility (FLFL), and independent housing clusters. Eligibility for formal sector workers requires proof of income, while non-formal sector workers will be identified through the National Single Social and Economic Data (DTSEN).
