Indonesia expands housing subsidies and land-titling

Overview

Indonesia is expanding its affordable housing framework through enhanced mortgage terms, increased credit ceilings, and accelerated land-titling initiatives. Despite a benchmark rate hike to 5.75% in June 2026, the Ministry of Housing and Settlements has maintained subsidized mortgage (KPR) and FLPP interest rates at 5% for houses and 6% for apartments. To improve affordability, the government approved extending mortgage tenors to 40 years, intended to reduce monthly payments to approximately Rp 500,000–700,000. Financial support is scaling up, with the Housing Credit Program (KPP) ceiling raised to Rp 50 trillion for 2026. Eligibility has broadened to include workers earning up to Rp 8.5 million monthly and informal-sector employees. The 2027 budget proposal includes Rp 57.3 trillion for the BSPS renovation programme and Rp 36.6 trillion for low-income apartment construction. To support these measures, the government is fast-tracking land ownership. A collaborative program between the Ministry of Agrarian Affairs and Spatial Planning (ATR/BPN) and the Ministry of Housing and Residential Areas (PKP) now targets 11 million free land certifications for low-income communities by 2029. This includes a target of 1 million certificates in 2026, followed by 3 million in 2026–2027, 5 million in 2028, and 2 million in 2029. The program targets government assistance recipients, FLFL-financed homes, and independent clusters. Administrative reforms include a Joint Circular Letter to accelerate Land and Building Acquisition Duty (BPHTB) validation to a maximum of three days via a ‘positive fictitious’ approach, aiming to limit total property transfers to 10 days. Additionally, under updated BSPS rules, land certificates are no longer mandatory for long-term residents of uninhabitable homes if local officials verify residency. Parallel to housing efforts, the ATR/BPN is accelerating Sustainable Food Agricultural Land (LP2B) verification, targeting an 87 percent completion rate this year—ahead of the original 2029 mandate.
