Indonesia plans to restrict Pertalite fuel subsidies for high-income groups
The Indonesian government is reviewing a plan to restrict Pertalite fuel subsidies to ensure they reach the intended recipients. Finance Minister Purbaya Yudhi Sadewa and Minister of Energy and Mineral Resources Bahlil Lahadalia are discussing a mechanism to limit access for high-income groups, specifically those in socioeconomic deciles 9 and 10.
Under the proposed scheme, individuals in these top deciles would be required to purchase non-subsidized fuel, such as Pertamax. The government intends to implement these restrictions gradually to monitor economic impacts. Officials have clarified that the policy is not intended to increase subsidized fuel prices, nor does it target motorcycle users; rather, it focuses on high-income vehicle owners.
Implementation is targeted for late 2026 or before the start of 2027. The move aims to address leakages in the subsidy distribution system and protect the state budget (APBN). While the restriction targets the wealthiest 20% of the population by expenditure, some analysts suggest the policy could inadvertently affect approximately 51 million middle-class citizens due to demographic classifications.
