Indonesia to Issue 8 Million Free Land Titles for Low‑Income Households by 2028

The Indonesian government plans to issue 8 million free land title certificates to low‑income households (MBR) under a phased program that runs through 2028. The target is 1 million certificates in 2026, 2 million in 2027 and an additional 5 million in 2028.

The scheme, coordinated by the Ministry of Housing and Settlement (PKP) and the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) under Minister Nusron Wahid, will serve three beneficiary groups: (1) recipients of government housing assistance such as the BSPS program and “bedah rumah” projects from the ministries of PKP, Social Affairs and Health; (2) participants in the FLPP program who will receive free upgrades from Hak Guna Bangunan (HGB) to Sertifikat Hak Milik (SHM); and (3) self‑built homes qualifying as MBR based on formal‑employment proof or inclusion in the national socioeconomic data at decile eight.

The program will also be linked to the People's Housing Credit (KUR) scheme, aiming to broaden legal ownership of homes for Indonesia’s poorest families.
