Indonesia expands rice supply and aid to combat El Nino impacts

The Indonesian government is implementing several measures to stabilize rice supplies and prices amid El Nino-induced drought conditions. To counter potential production declines, the government has approved an additional 1 million tons of medium SPHP (Stabilisasi Pasokan dan Harga Pangan) rice. Perum Bulog estimates this expansion will require a budget of approximately Rp1.1 trillion.

In addition to supply increases, the government is rebranding SPHP rice as 'Beras Kita,' with a new launch scheduled for October 20, 2026. To manage existing stocks, approximately 380,000 tons of downgraded rice will be processed into flour to maintain economic value and stabilize flour prices.

Social safety nets are also being reinforced. An allocation of Rp17 trillion has been set aside for the fourth quarter of 2026 to provide rice assistance to 33.2 million low-income families. In regions like Gorontalo, authorities are tightening oversight to ensure aid reaches eligible citizens, specifically targeting those in economic deciles 1 through 4, while excluding individuals identified as gamblers or alcoholics. Emergency distributions have already been deployed in areas where drought forced residents to consume toxic wild yams.

Local authorities, including police in Cilegon and food task forces in Medan, continue to monitor markets to ensure rice prices remain within the government-mandated maximum retail price (HET).
