Minister of Home Affairs Tito Karnavian announced that the government will revise the 2000 regulation on regional head remuneration, linking salaries to performance assessments by BPKP, PANRB and the ministry, and to each region’s own revenue (PAD). The revision aims to make pay proportional to fiscal capacity and service quality.

Karnavian also highlighted a shortfall in the national revenue‑sharing system (DBH) of about Rp 70 trillion—roughly Rp 43 trillion from tax DBH, Rp 40 trillion from natural‑resource DBH, offset by a Rp 13 trillion over‑payment—affecting 31 provinces, 317 regencies and 83 cities. He said the shortfall could be used to settle unpaid PPPK salaries and that a top‑up mechanism from the General Allocation Fund (DAU) will be provided for regions without sufficient DBH.

Members of Commission II of the DPR, including Rifqinizamy Karsayuda, Bahtra Banong and Dede Yusuf, echoed the need for performance‑based remuneration and stressed maintaining PPPK spending. Demak Regency confirmed that all PPPK contracts will be extended and that a budget has been prepared for PPPK salaries in 2026 and 2027, while seeking central support for fiscally weaker areas.
