Indonesia to transition part-time teachers to full-time status by 2027
The Indonesian government and the House of Representatives (DPR) have announced a major restructuring of the teaching workforce. A key target is to transition approximately 242,482 part-time Government Employees with Work Agreements (PPPK) to full-time status by early 2027. This transition is expected to occur automatically without further selection processes. Additionally, the government plans to recruit 464,856 new Civil Servant Candidates (CPNS) for teachers in a phased manner starting in 2027, with initial assignments scheduled for 2028.
To support these changes, an estimated budget of Rp23 trillion has been agreed upon. The Ministry of Basic and Secondary Education (Kemendikdasmen) is working with the Ministry of Administrative and Bureaucratic Reform (PANRB) and the National Civil Service Agency (BKN) to finalize the technical implementation guidelines by the end of 2026.
Amidst these long-term plans, the Indonesian Teachers Association (PGRI) has issued an ultimatum to the government regarding the delayed Teacher Professional Allowance (TPG) for non-ASN teachers. The association reports that payments have been stalled for four months and is urging the Ministry of Education and the Ministry of Finance to expedite data verification and budget availability to ensure teachers receive their professional rights.
