Indonesia to transition part-time PPPK workers to full-time status by 2027

The Indonesian government and the House of Representatives (DPR RI) have reached an agreement to transition part-time Government Employees with Work Agreements (PPPK) to full-time status starting in January 2027. This policy aims to provide employment certainty for approximately 240,000 workers, including teachers and health professionals, without requiring them to undergo new tests for the full-time status change.

According to officials from Commission X of the DPR, a budget of 23 trillion IDR has been allocated for this transition. However, a distinction remains for those seeking to become permanent Civil Servants (PNS); such individuals must still pass the required competency tests. Furthermore, there are plans to encourage full-time PPPK workers to transition into broader Aparatur Sipil Negara (ASN) status through competency examinations starting in 2027.

In regional contexts, the policy is already seeing local impacts. In Bandung Regency, officials noted that the central government has prepared approximately 31.1 trillion IDR to support these transitions. Meanwhile, in North Gorontalo, part-time PPPK teachers and health workers have seen a 100 percent salary increase due to additional central government funds. Despite these developments, some groups, such as firefighter PPPK workers, continue to advocate for direct transition to permanent PNS status due to the high-risk nature of their duties.
