Indonesian lawmaker urges roadmap for zero ODOL policy

Sofwan Dedy Ardyanto, a member of Commission V of the Indonesian House of Representatives (DPR RI), has called for the immediate release of a detailed roadmap regarding the ‘zero ODOL’ (Over Dimension Over Loading) policy. The policy, which aims for full implementation by January 2027, targets the elimination of overloaded and oversized vehicles in the national logistics system.

Ardyanto emphasized that without a clear, official roadmap from the Ministry of Transportation and the Coordinating Ministry for Infrastructure and Regional Development, the transition could create ‘gray areas’ in law enforcement. He warned that a lack of clear regulations might lead to inconsistent enforcement or discriminatory practices, such as those previously criticized regarding Electronic Traffic Law Enforcement (ETLE).

The legislator noted that the business community requires legal certainty and sufficient preparation time to adapt to these changes. He suggested that the roadmap must include specific stages, incentives for compliant businesses, and clear sanctions for violators to ensure the reform is measurable and supported by all stakeholders.
