Indonesia zero ODOL policy implementation

The Indonesian government is developing measures to manage the transition toward a ‘zero over dimension over loading’ (ODOL) policy, which aims to eliminate oversized and overloaded vehicles from the national logistics system by January 2027.

To mitigate potential economic impacts, the Directorate General of Land Transportation is preparing an incentive scheme for logistics businesses. This follows projections that the policy could increase logistics costs by 3.3% and create inflationary pressure between 0.02% and 0.14% during its initial phase.

In response to the upcoming deadline, lawmakers have called for the immediate release of a detailed official roadmap from the Ministry of Transportation and the Coordinating Ministry for Infrastructure and Regional Development. Legislators warned that a lack of clear regulations could create ‘gray areas’ in law enforcement and lead to inconsistent or discriminatory practices. They emphasized that the business community requires legal certainty, specific implementation stages, and clear sanctions to ensure a measurable reform.
