Indonesian regional governments plan 2027 budgets for personnel spending

Local governments in Indonesia are finalizing budget allocations for 2027, with a significant focus on personnel expenditures and civil servant salaries.

In Grobogan, the regency government has allocated Rp2.745 trillion for regional spending, with projected revenues of Rp2.764 trillion, resulting in an expected surplus of Rp18.182 billion. A major portion of this budget, Rp1.260 trillion, is dedicated to personnel spending to cover salaries, allowances, and bonuses for civil servants. To ensure accuracy, the local government plans to conduct quarterly reconciliations to account for staff mutations, retirements, and deaths.

In the Riau Islands province, the provincial government has set aside Rp90 billion for the salaries of Government Employees with Work Agreements (PPPK), specifically targeting teachers and healthcare workers. Governor Ansar Ahmad stated that this allocation remains in the 2027 regional budget as a contingency measure while awaiting official confirmation from the central government regarding the potential transfer of PPPK salary funding to the national budget (APBN).
