Indonesia's ATR/BPN implements land reforms for energy security and service efficiency

The Indonesian Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) is implementing several initiatives to improve land administration and support national energy security. To assist Pertamina in achieving energy independence, the ministry is preparing four key land and spatial planning instruments: ensuring spatial planning certainty, land availability, legal certainty over land and assets, and the resolution of land disputes.

Deputy Minister Ossy Dermawan noted that spatial planning certainty is essential to balance energy infrastructure development with other needs like food self-sufficiency and housing. This certainty is intended to facilitate easier licensing and business operations.

In a separate push for service transformation, Minister Nusron Wahid announced targets to increase efficiency and certainty for the public. The ministry is focusing on scheduled land measurement, which aims to be completed within 12 days, and a streamlined process for the transfer of rights, targeting a 10-day completion period. Scheduled measurement has already been implemented in 400 out of 483 land offices across Indonesia.
